Does MS Webserver is a complete OS or does it need to be installed after XP   or MS Server 2003?

If you are talking about IIS (Internet Information Server), then it is just a Windows Component that you can install after the operating system is installed by going to Control Panel > Add/Remove Programs > Add/Remove Windows Components.

Is this (IIS)  a part of xp or a part of Server 2003?
Is this (IIS) enough to operate a web server?

Commented:
It is a part of Server 2003, and yes that is all you need to run a simple web server.

Ok thank's
But What is Microsoft Web Server? that sold for 600$ ?

If you mean Windows Server 2003 Web Edition, it is a version of Server 2003 that doesn't require you to use Client Access Licenses for each user. Obviously, this is because if you were hosting an internet site you could have quite a lot of users.
