Why can't PHP find the mb_convert_kana function?

I am running a PHP script on a Windows server running PHP version 4.3.11.

The script is the following error message:
Fatal error: Call to undefined function: mb_convert_kana() in . . . /index.php on line 402

Below is line 402:
$str = mb_convert_kana($str,"KV","SJIS");

Why is mb_convert_kana() an undefined function when the manual says it is a part of PHP 4 >= 4.0.6, PHP 5?

Maybe the mbstring extension of php is not installed/activated on your server. Check a page with
<?php phpinfo();
and see if the output mentions the following:
mbstring
Multibyte Support       enabled
Multibyte string engine       libmbfl
Multibyte (japanese) regex support       enabled
Multibyte regex (oniguruma) version       4.4.4
Multibyte regex (oniguruma) backtrack check       On

if not edit your php.ini and add/edit the  the line
extension=php_mbstring.dll

restart yourwebserver and try again

Thanks, hernst42. Unfortunately I am using a hosted account on a third-party server and have no way to reboot. I did update the php.ini file in my root folder but don't know if or when the server will be rebooted. I'll send a note to Godaddy tech support and see if they can help and let you know the results.

It turns out that this function is not available on the server on which my account is hosted. However, your advise sent me in the right direction and would have worked if I had administrative access to the server. Thanks.
