"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

A couple of pre-questions...

1) What platform is the terminal server running on?
2) What version is the Outlook release?
3) Do you have enough terminal server licenses available?

What does your event logs state on the terminal server in regards to the problem at hand?

Also, are your users using roaming profiles? If so, you might want to check this thread:

And just in case, check this one as well...

You receive an error message when you use a Terminal Services Client to start Outlook 2003
