How to change the build order and dependencis (visualbasic.net)

HI,
if you can check the picture,
what i am trying to do is : i will have 2 project under one project file
one is myproject (  which is main project)
anotherone is classlibary( which will hold all class )
now when i am trying to imports classlibary to myproject - its saying , form1 is not a member of class libary ,

i understand that, i have to change the dependency order, but
for some reason is not changing. i did almost all way , like tick in the box or change order but no luck.
can any one tell me please how to do that ?

Did you add the reference? Rightclick myproject  select add reference. Go to Projects tab. Select ClassLibrary.
