Have you tried that? Cause
When a user is logging on to Windows, the startup sound is played, the shell (usually Explorer.exe) is loaded from the [boot] section of the SYSTEM.INI file, and startup items are loaded.

If you think you can play with windows registry, read this
http://www.ss64.com/nt/reg.html
then go to
start>run>   type regedit then click enter. Go to HKEY_LOCAL_MACHINE>SOFTWARE>MICROSOFT>WINDOWS>CURRENT VERSION>RUNONCE/RUNSERVICES

There are two registry keys where items can start before login:

Before Logon
1)  HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\RunServicesOnce
2)  HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\RunServices

I also did find this program, Advanced Startup Manager, that says it can do what you're asking.  However, I will state right up front that I have not used this program - AND, it only received a 2.33 out of 5 rating (of course, there were only 3 votes).
