Regarding a 2003 environment.

Besides using the Active Desktop GPO setting, is there another way to force XP clients to a permanent desktop setting.  a good script maybe....

I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

yes, you can set a script to run it. for instance a startup script that will set the backgroung image and the text you want.
It is very configurable.

But will this prevent users from changing there backgrounds

if you set it as a startup script yes. It will reset the background on every startup. people will change it twice and never more.
