DNS keeps resetting after moving web and mail hosting.

We moved our domain hosting from Time Warner to IXhosting last week.  We moved our mailboxes also.  We use exchange 2003, but for POP3 mail it delivers to individual workstations as part of our hurricane evacuation plan.  Time Warner still has our T1 line so dns numbers are theirs.  Each workstation points to the server first in DNS listing.  Every day we have to regain the new connection.  I have cleared the cache, restared DNS on the server over and over.  What am I missing?

Check host file - any static settings
Check DNS settings on DNS server - is it goes to the root servers or ISP's

Worse case, create new zone for the domain

Sorry I have been unable to receive email due to this problem.  The following was sent to me after I started a trouble ticket with Time Warner.
The ticket # 2270534 that was submitted for episcopaldayschool.org, regarding inability to receive email from Time Warner customers,  has returned from our investigation. It has been determined that the DNS type has been changed and also MX recored for this account on the dns manager has changed to your  MX record. After allowing approximately 24 hours for propagation, this issue should be resolved.  The ticket is now closed. If you require further assistance, please do not hesitate to contact us and we will be glad to assist you further.
I still can't get email from a Time Warner custome and can only send sometimes.
