How do I set password policy to EXCLUDE vowels?

These are the new password requirements passed down from management:

 1) Passwords must be changed every 60 days
 2) The last five passwords used cannot be the same
 3) Passwords must be a minimum of 6 characters
 4) Passwords must contain at least 2 numeric characters
 5) Passwords must not contain any vowels (a,e,i,o,u)

I think by defualt, I can enable the first 3. The last two however, simply have me stumped! Please help and explain to me how to accomplish these requirements. Thanks in advance!

Default passfilt.dll does not support last two, passfilt.dll can be modified but this is not recommended.
Maybe 3rd party utulity can help you with setting more complex password policies: http://nfrontsecurity.com/products/nfront-password-filter/
