Error code has something to do with DNS but I do not understand what it is.  I abbrev. the actual domain.
It seems to just show up randomly in the event viewer and after a while just freeze up the computer. what is hapening?

What does the W2K box have set as its DNS Server setting?

If it is pointed at the loopback IP (127.0.0.1), change it to the actual IP address of the W2K box instead.

Error seems to be the AD box is registering on a DNS server that it has no rights to register.

Like CorpComp says what DNS server is it pointing?
