WinDVD Creator 3 and Video Overlay error message

I am using WinDVD Creator 3 on a laptop with windows XP and get this message when I start the application:

"Video overlay is not available on your system and you will not see video in preview mode. Ensure that your monitor is in normal landscape mode and close other applications using video overlay. Do you want to exit the application?"

Make sure that you have the latest chipset and video drivers for your laptop - available from the manufacturer's website(s).
Check that you have the latest DirectX:

I will check the directX software version, it might be backlevel.

It was a problem with the PC being locked down by the school system.
