Viewing email content.

Is there a way in MS Exchange 2003 server to view the content of people's email without logging onto their accounts?  In other words see the text of what they are sending and being sent.  Is there an existing tool inside of Exchange or does this require a third party software?

Yes, with Archiving/Journaling you can store a copy of the incoming and outgoing email, which with authortiy, you can review.  I've found this link to be the best explanation:

You can configure a catch all account or message archiving to see who is sending or receiving what without them knowing.
