IE 7 warnings

Okay, so I thought I could actually turn off all of the annoying MS IE 7.0 warning messages because they can't apparently take care of security themselves...I disabled everything in IE 7 as far as security and I still get "Your current security settings put you at risk...."  I am a web developer and have files on my C drive that I need to open directly by a double-click.  Of couse, IE has popup that terrible message with warnings and a cacophonous "pop-up" sound everytime I open one of those files.  How can I disable that and any other messages for good that will popup after I take care of this one?

You sure this is IE7 and not an antivirus/spyware/security app you have running? Help explain more in detail what kind of file it's accessing and from where is it accessing it.
