Hello,
I dont thnik its depend on CMS.
You just need to have good template and CSS.
Yes you can fully customize templates and css.
So you can use it as well as any other CMS which allow you to customize (write new) template.

There is lots of standards for css designet for people able diferently.
Also some HTML validator has option to check if page is user friendly for people with disabilities.
In Firefox you can add html validator and there is accesible level option.

Hello,
If I were in your shoes, I would not bother with button.
People with disabilities uses custom browsers or they are changing text size property in browser, or even zoom property.

But if you want to use button you can simply generate 3 CSS files and depending on which button user will click just use css with different font-size.

I don't know If there is ready plugin for this. (I never used it) But maybe try to look on drupal page in plugin section.

Sorry I can't help you much more with it.
