Do you have another domain controller?

if so your best option is to seize the FSMO roles (http://www.petri.co.il/seizing_fsmo_roles.htm) and make the other machine a Global catalog, then zap the failed DC, and re-install windows.

Do a metadata cleanup to get rid of the failed DC from AD (http://www.petri.co.il/delete_failed_dcs_from_ad.htm) and then add the newly installed machine back into the domain and DCPromo it.

If you do not have another DC then you will have to resort to your backup and rebuild the machine fromm that.
