How to disable outlook toolbar owa 2003

We are trying to enforce a plain text policy for emails on our network. I have configured the ESM for plain text in the body and never to use rich text format. Is there a way to remove or disable the outlook toolbar when the user try to compose a message? Machine is server 2003 sp2 and exchange 2003 sp2.

I have already tried that. Unfortunately it doesn't work for OWA. I need to disable the toolbar or remove it from OWA. Any other ideas?

Unfortunately then, there is no option to have OWA use plain text.  So the answer currently is "you can't do that".

FYI, I don't see how removing the toolbar would do anything... OWA can't send in plain text no matter what.
