Net Send Alternative

We have recenly has to disable Net Send on our LAN due to abuse by end users.  I now need an alternative to this.  Does anybody have code that could help me with this.  I want to install a listener on all computers that can only receive alerts and display them on the screen and then have a 'sender' application that will only be installed on two computers.  Messages will be broadcast to the LAN from these computers.

you could enable messeneger on all the machines and just secure the net.exe so users cannot execute it

Netbios over TCP/IP is also disabled on all systems.  I am looking for something similar to Lantalk XP http://www.cezeo.com/products/lantalk-xp/ but I want to customise it later (hence the requirement for source code).
