how we can disable welcome or take xp tour ballon from task bar using group policies in domain?

Dear we are using domain server 2003 in our organization. when any new domain user login for the first time it appears a balloon in task bar for take a tour to xp/ or wellcome screen. how we can disable this option using group policies of server 2003.

i tried to disable this option using system->logon->do not process the run one list & do not process legacy run list
but didn't find any response.

In group policy go to
User Configuration->Administrative templates->system and set the "Display getting started wecome screen" to disabled.

Have you applied the policy and run GPUPDATE /force ?

yes i do gpupdate /force already! actually tell me how tourism.adm execute using group policy

Sir, I have performed the steps told by you in PAQ but it didn't worked so could you please tell me the all steps in detail. I have created a new user account on domain and implement this setting for that at the server end but it didn't worked.

Please send me all the procedure step by step immediately.
