I am trying to synchronize the GAL between 2 exchange servers in seperate forests without external trusts established. Can this be done?

If trusts must be in place, we may be able to do so, but I would like to prevent if possible.

I am pretty sure that the IIFP can sync across forests without trusts.
When you create the management agents, you specify a remote credential with enough access to create the corresponding objects in the other forest.
