Non-Admin users unable to access Web Interface

I have a new load-balanced 4.6 Web Interface on two new W2K3 Stnd R2 SP2 servers, connecting to an existing 4.5 Presentation Server farm, which is running on two W2K3 Ent R2 SP2 servers. My user account, as a domain admin, is able to log in to the WI just fine, and launch apps, etc. However, a non-admin use receives the following error when attempting to log in when using their AD username/password (verified as correct):

The supplied credentials could not be validated. Either they are incorrect, or there is a problem with the authentication system. Try again, or contact your help desk or system administrator for help.

Everything I've found so far on Citrix's site has directed me a mis-configured XML port. However, I've verified my XML port settings on all servers are correctly configured to port 8080.

Any ideas on what to check as to why a non domain admin user cannot log into the web interface?
