Windows Task Scheduler / Batch File

I have a .bat file I want windows task scheduler to run, and I have no idea why it's not working.  It's set to kick off at 3:01 AM every day but never does.  I have other vb scripts scheduled around those times that work, so I know the problem isn't there.  Below is the code to my batch file.  SSFileEncrypter is an executable that takes the "" file and encrypts it with the "S3.cee" file being the output.  When I double-click the batch file, it works flawlessly.
cd Inetpub\wwwroot\wsirf\data
SSFileEncrypter -oS3.cee

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Did you check the security required to run the task?
Not sure of this will help but you could try to run the batch file with
cmd.exe /c "<path and batch file name>" in task scheduler

Yes, I have Everyone set to Full Control
Two things to check:

1) Is the tasked scheduled to run under a domain account that has access to network resources. The default system account doesn't have access to the network.

2) Don't use mapped drives to network resources. Use a UNC instead: \\servername\share\dir
