I have no experience with NaviCat, although I would suggest looking at MySQL GUI Tools, it's an official administrative application with a number of additional migration tools.

I've just tried the NaviCat application, and it connects fine if i use 'localhost' and '127.0.0.1' as the hostname, so I'd suggest that it may be an issue with your firewall, as I have ZoneAlarm Pro, and it requested permission when NaviCat attempted to connect to my local MySQL server.
