Printer will not print color

I have a friend that has a HP 7210 that will not print color.  She had the color turned off for a month  because she was out of ink and recently got the cartridge refilled.  The printer will not print anything in color, and that makes me think that it is some kind of setup problem.  I went in and checked in preferences and everything looks right.  When I took the cartridge out and wiped it with a wet cloth, there was streaks of ink on the towel.  I have used refilled cartridges before that get clogged and cleaning with a cloth makes it better.   Also, the ink levels show empty even though it has been recently refilled.

ok, I will try that
One more thing. When you try and print a test page from the printer with out going through the computer (setup, 2,6)  it prints black only.  
did you try cleaning the print heads?
and also removing all the cartridges and shutting it off without any and then replaceing them once you turn it on
No solution yet.  Tried reinstalling the printer with no change.  Tried removing the color cartridge, shutting off the printer and powering back up...no joy.
did yolu try changing the settings for it in the printer properties?

also, sometimes programs like word and stuff change the printing settings, so they might be setting it as black only.
Yes, I checked the printer properties and they are set to work with color.  The thing that I keep thinking about is that the printer will not print color from it's own menu.  That seems like the kicker there.  I am wondering if we are looking at a bad cartridge?  It is less than three months old, though, and it was refilled recently.  The ink is coming out when I blot it with a wet napkin.  Thoughts?
oh, you used a wet napkin....
try a dry napkin and just press it down LIGHTLY and slide it, if ink comes out nicely then the cartridge should be fine, however, the cartridge may have bad contacts causing this issue, try replacing it with a new cartridge, or test the cartridge on another printer if possible.

The printer just needed to have the print cartridge replaced.  I was impressed with the speed of compfixer101. He had some valid things to try in 15 minutes.  But the solution was given by Nobus.
speed equals not always accuracy . . .lol
