Exporting to excel from a gridview in VB

I have the code below but when I run it I get the following error

Control 'GridView2' of type 'GridView' must be placed inside a form tag with runat=server.

The control does have that....any ideas?
Protected Sub btnExportToExcel_Click(ByVal sender As Object, ByVal e As System.EventArgs) Handles btnExportToExcel.Click

        Dim stringWrite As IO.StringWriter
        Dim htmlWrite As HtmlTextWriter

        Response.Clear()

        Response.AddHeader("content-disposition", "attachment;filename=FileName.xls")
        Response.Charset = ""
        Response.ContentType = "application/vnd.ms-xls"

        stringWrite = New IO.StringWriter

        htmlWrite = New HtmlTextWriter(stringWrite)

        GridView2.RenderControl(htmlWrite)  'error here

        Response.Write(stringWrite.ToString())
        Response.End()

    End Sub

    <form id="form1" runat="server">
    <div>
<asp:GridView ID="GridView2" runat="server" AutoGenerateColumns="False" DataSourceID="SqlDataSource2"
            Style="z-index: 111; left: 216px; position: absolute; top: 424px">
            <Columns>
                <asp:BoundField DataField="CentreID" HeaderText="CentreID" InsertVisible="False"
                    ReadOnly="True" SortExpression="CentreID" />
            </Columns>
        </asp:GridView>
