Giving Users Local Administrator Permissions

For Giving Users Local Administrator Permissions i want to open
in our server (windows 2003 server) "manage server" i opened client computer accounts.  for some client computers i can able manage by right click and select
manage. For some computer i am not able to open by right clict.

why i am not able to open some machines in server.

Make sure the Server Server and Remote Registry service are running on the client computers you cannot access.
