Can you elaborate on your situation or needs?
You only want the user to send and receive internal mails? If so I would create a new OU or container, create a new non-routable email address policy for application to that new object. Then he or anyone else there can't email out or receive external mail. You could also add the new address to current policies, apply them, then in his account, remove the others under email address, and uncheck the automatic box.

i have domain xyz.com and in this domain I want to create 5 users in this domain who can not send or reveive mails from outside domain. but these 5 users should able to send and receive all internal mails from xyz.com.
Then give them a xyz.local email address scheme in recipient policies. .local can't be routed.
