Check for malware like for web access - how well is IE? Check Active directory for roaming profiles and whether redirection is enabled, needing server based files before completing login. Run MSConfig to see what extra programs are running that are not needed.
non domain user based network drive mapping also causes this lagg. IF possible have the user login script map the drives
--wildstar
