Reverse DNS records are set by your ISP.  The place the entry into their DNS boxes of which you dont have access to.  Some ISP's will provide an interface for you to do it yourself, but it just depends.  Fastest way to get it set up is call them!

Why are you not able to call?
No reverse records are supposed to be secured which is the reason your ISP handles it.  Its a spam counter measure.
