There is no way to run MacOS inside virtual machine. Apple lisences does not allow that. There have been rumors that upcoming versions of Parallels Desktop and VMWare Fusion allows running MacOS on top of Mac computer.

Any of these free like VMWare Server?

Parallels Desktop and VMWare Fusion costs about 100$. Trial versions are available. Those run on Mac computers and You cannot run MacOS on top of them yet.
MacOS doesn't run on VMWare Server.

no version of mac os was stated merely can it be done 8.1 should be sufficient if its for test material

Really 8.1 versus 10.5 is in windows wolrd like 3.1 versus Vista...
Do You like to test something in windows 3.1 these days?

Same as every other candidates, it won't run MacOS X.
