Yes it was working before, but then it started to kick the users off after five minutes and then it started reduceing connection time and then it was down to 30 sec to 1 min. I know it started happening in on e location for sure and then it manifested itself in another location.

you are probably using windows as the server for VPN on the other end, and that will be the problem.  If you had raouter-2-router hardware VPN, this issue hardly ever happens.  YOu wlll have to get into the server configuration to fix its VPN settings, which is in itself a huge chore on windows.

My VPN is running on Windows server. What can be my alternatives to run my VPN? Or where might I start to fix my Windows server?

Sorry, I can't help you remotely with your windows server, the setup is too finnicky, you have to be in front of the machine to fiddle with it until it works.

Most people running a robust secure VPN bypass windows completely, and do it all with routers -- a good example is the Linksys VPN series of routers -- hook two of them together either side of the internet, and they work flawlessly for months if not years on end, with secure IPSEC encryption.  YOu cannot get any better than hardware VPN.  It is the most reliable, secure, and least costly in the long run.

People trying to save the $200 it costs for good hardware VPN routers try to use windows servers as a crutch to save that initial outlay .... but they spend a fortune in fixing and maintenance.  Windows makes a terrible VPN server, unreliable, insecure, always prone to failure.  That is MY experience.

This was just a matter of rebooting the particular laptop attempting to reboot for my customer.  Of course, not obviously a wide-spread problem across the customer base.

Error 427: unknown error occurred at peer.

This error can only occur when you are trying to set up a VPN connection on top of a wireless connection and the LAN cable is not connected.

In that case you have to disable the 'regular' LAN connection. For this purpose go to the control panel (in classical view) - network connections and then make a right-click on the LAN connection and click "disable" (NOT the LAN for the Cisco Client but the LAN for the ethernet card) and select "disable".
Please note, if the computer has to able to connect over an ethernet/utp cable, the LAN connection has to enabled again.
