cannot view free/busy of a resource's calendar
The only way to view a resources free/busy is through OWA... Is there anything special that I have to do to allow this to be viewed from Outlook 2007 or Entourage? I have struggled with other Free/busy issues, however this is all that remains.

This is not the issue as the link you sent is for outlook 2003 USERS which use public folders not showing seeing free/busy. I cannot view RESOURCES through outlook 03, outlook 07, entourage 04 from USER accounts. I CAN view these from OWA from anybodies account.
These RESOURCES do not have any outlook 03, outlook 07 or entourage accounts tied to them because they are simply "virtual" meeting rooms.

here is an update to the situation....
I cannot actually narrow this down to why, however now these are publishing for 07 users, however not for entourage and office 03 users, (both of which use public folders for free/busy) I know that my public folders are working as I can see other users info through my entourage.
Does this help at all? Im sure that we are getting close.
