The message:
mail.wbu.edu #5.7.1 smtp;550 5.7.1 <user@domain.edu>... HELO mail.wbu.edu from 216.63.140.23 SPF result Fail;

is from the remote mail system.  They are saying you have failed sme sort of spam check and are rejecting your connection or your email.

Make sure you mail server is identifying itself with the right DNS name and reverse DNS is configured to correctly point to that name.  This been incorrectly configured is one reason you might ge this message.

Hi
mail.wbu.edu resolves to 216.63.140.70
your system is coming from 216.63.140.23
The SPF record for mail.wbu.edu sais "v=spf1 a -all", so the check fails because IP of your system not matching A record for mail.wbu.edu
