Limit number of concurrent connections to a specific group

I have a Windows 2000 Server running RRAS. We have many users connection through this. I have about 8 users in a remote facility that need to use this also. My question is, can i restrict this group so that only 5 users out of the 8 are able to connect to the VPN server at one time without affecting our other VPN users?

12 users in building A and all users need to be able to connect to VPN server.
8 users in building B and i only want 5 of these users to connect to the VPN server at the same time.

Is there a way to do this?

There isn't any way that I know of to do this.

You could adjust the DHCP pool and lease time to allow only 17 connections (IP addresses), but if only 11 users log in from Building A then 6 can log in from Building B.

Interesting dilemma.
