If we have single domain with AD 2003

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Hi!

Use modified delegwiz.inf file from:

"Appendix O: Active Directory Delegation Wizard File"
http://technet2.microsoft.com/windowsserver/en/library/1d05f294-bb1e-4a55-aec3-2ee80f0db2791033.mspx?mfr=true

You will have 70 additional tasks to choose from, "Unlock a user account" is under number 47.

Delegating control to users changes AD permissions. Changing delegwit.inf file will not affect already changed permissions.
