"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

I dont know what you consider inexpensive but I use Robohelp sometimes and I think its very cheap for what you get out of it: http://www.adobe.com/products/robohelp/

Robohelp costs around $1000

Robohelp generates html help files and has tools built around them.

If that doesnt work for you, then maybe you should consider using mediawiki but limiting it to yourself to edit. www.mediawiki.org

Mediawiki is free

For media wiki you will need php/mysql for IIS or you may consider installing XAMPP or WAMP
