Exchange 2003 sending mail to users not originally listed in To: line

I am having a wierd problem with some of my Exchange users.  When user A address a message to user B exchange seems to insert an additional address (user C) into the To: line.  I can see the message getting delivered to user B & user C.  I have run the Outlook with the /cleanrules switch but that didn't seem to help.  User B & user C are completly random and in both instances they don't work in the same departments.

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Have you looked in the local profile of user A and rename/delete the NK2 file?  Outlook uses that file to autocomplete email addresses
