Bg displays different on IE and Firefox

I'm  creating a simple html on Dreamweaver 8. I used simple tables to add links name such as home, contact, etc..  and content. In the tables I used simple bg color changes, such as :bgcolor="0f2c4e" ,  one for the links, other for the content. However, when I test  my web on IE, it looks good. But when I test it on Firefox, it gets the content except this bk table changes. It just take the body bg for the whole page and ignores all individual tables bg colors changes. How can I fix this?  Also on the inside tables, I did the tables with a specific measure to the text is inside one cell and the other text inside another.  It looks good on the DW interface , but when I test it , it displays the text like in the middle of the table instead of the place I wanted it to.

Yea include the whole page please, and try putting the # infront of the hex for the color.
