Outlook web access has no contacts in global and contact address list

I have an Exchange 2003 server.  When I use Outlook web access and create an email there are no contacts in the global address list or contact list.  If I type a contact name and chose find the name does appear and I can put it in the TO: field.  However,  when I go back to the address list not even that one contact is there anymore.  Is there something in Exchange system manager that I need to do to make those contacts appear in OWA?

I believe this is by design. If OWA had to send the entire GAL every time someone opened the address book it would put a drag on things.

So it's designed to only query once you click Find, and display the matching results.

(You can browse your personal contacts through the Contacts link/folder....but not in the address book)
