How to handle attachments using Outlook 2003 or Exchange 2003

My CEO came to me with a question that I thought I had the right answer for and he comes back to tell me I'm wrong.  Is there anyway to configure either Exchange or Outlook or both to be able to save incoming email message attachments locally in which a link to the attachment will be placed in the email?  I know there are Add-Ins that can do this but I'm pretty sure this is not an embedded tool that M$ gives everyone.  If it is, I stand corrected.

you as well as I are correct.  Here's another question though he has come back to ask me which i'm pretty sure isn't possible:  "Can Exchange be setup to make distributions and/or deletions based on key words contained in the Subject line?"  What do you guys think?
Tell him "Exchange 2007" =)

With the new Transport Rules available in Ex2007 that could be configured in less than 5 minutes.
(but no, not with 2003)
