xp_cmdshell Failed

Good Day

Experts:

I am using my VB.net code on a machine that I have never used before.  Now I am getting an odd error.
"SQL Server blocked access to procedure sys.xp_cmdshell of component xp_cmdshell because this component is turned off as par"

Is there something I need to do to be "allowed" to use xp_cmdshell on the machine?  I thought I recalled seeing something like that but I am not sure.

This can also be done (no points for me please) using the SQL Server Surface Area Configuration tool.

Also if your connection from .NET application will not be made in context of sysadmin you will have to create a proxy account in SQL Server instance.
