how can we reset the user licenses on terminal server with microsoft server 2000 professional? since all our current are full and there are many old users no more active.

If I remember correctly, the licenses will expire automatically after 3 months of inactivity.
Presumably, you can't wait that long. This article will describe how you can clean out your TS licensing database:
