Windows XP can't connect to any FTP sites

I have a client PC that cannot connect to any FTP site.  I've tried via IE7, command line ftp, and a third party FTP program.  All fail to connect and immediately say something to the effect "connection closed by client"  I can't find anything anywhere about this.  Any help would be much appreciated.

Have you got a firewall blocking it?

No, the only firewall on the PC is the Windows firewall.  That would be blocking inbound traffic, not outbound FTP.  I did add port 21 and 23 (never remeber which is FTP) TCP as exceptions though and still nothing.

The firewall could still cause the connection to close, try with it disabled and see if it resolves if not could be a group policy blocking ftp on that machine can you ping the ftp sites?

can't be group policy, it would affect hundreds of PCs if that were the case.  We ended up re-imaging her. Problem solved.
