Mailbox store limits overriding individual mailbox limits

Have a new client with Exchange 2003 SP2 Std Edition who asked me to apply mailbox quotas as their mailboxes are getting out of control.  With std edition and only one store my options are limited so established a cutoff point.
I went through ADUC and individually applied warnings and prohibit send limits via Exchange General, Storage Limits and deselected "use mailbox store defaults" for the exceptions and then set the mailbox store defaults to warn at 170mb and prohibit send at 200mb.
Right after making these changes a user with a 1gb mailbox, which had the "use mailbox store defaults" UNchecked and on which I had applied a warn at 1200000kb and prohibit send at 1500000kb immediately got warnings and was unable to send mail.  When the default mailbox store setting was removed he was fine again.  I thought the individual mailbox settings overrode the mailbox store detaults if the checkbox was unchecked.  Any thoughts on what might have happened?

How many DC's do you have in this network?  If it was more than one, replication of the users settings could be at play.  You'd have to force the replication to take place right away if that was the case.

Thanks!  The client finally let me put the quota back on last night and everything is fine.  It had to have been the AD replication.  Thanks for such a quick response :-)
