Access denied error message trying to obtain WSDL document

Running under IIS6 on a Windows 2003 server, we're getting a 403 access denied error message trying to obtain the WSDL from the SOAP executable. An example URL is We can retrieve other documents such as html pages from the same folder, but we can't run the SOAP executable. The app on IIS 6 is setup to allow both scripts and executables. The exact same code runs fine on another IIS6/Win2003 server. Any ideas where to start looking? Thanks.

do you have a web service extension enabled for that executable?

what resources does the executable access?  (registry keys, data files, etc) - you will need to make sure that the interactive web user has appropriate rights to access those resources.
