I've been asked by my manager to allow users to have access to the Task Manager in their Citrix session so that they can end only their tasks.  Is this possible?

Yes; regular users will by default only be allowed to end processes they started (they don't even can check the "Show processes of all users").
The only issue might be that they will be able to stop background processes started in their context by a logon script, usrlogon.cmd,  the "Run" key in the registry, the startup folder ...

Great thanks for the info, How would I go about giving users access to Task Maanger?  Currently the options are greyed out for users.

You can, for example, start it from a logon script minimized, or give the users a shortcut in the start menu.
The users might have to set the option "Hide when minimized" once (unfortunately, it's not a simple registry setting, it's hidden in some binary data in HKCU\Software\Microsoft\Windows NT\CurrentVersion\TaskManager).

start "" /min %Systemroot%\system32\taskmgr.exe
