Help creating an application in Visual Basic!

I hope first of all this is in the right section of the website, well basicially here is what i want to be able to do. I want to have an application which people can install onto thier computers that when they open and launch this they will be able to see 'content' that changes every so often, like very couple days by me. I figure obviously it cannot be done simply by letting them download the new updated application every 2 days , they won't want to keep doing this.

So my idea was something like having an XML/HTM page load inside the application, using a scroller bar and have a little section in the application that using the internet to locate the updated page and it will display it to everyone who uses the application. Sorry if you do not quite understand i will try my best to help you to understand.

So if you do understand, firstly is this a possible solution? do you know how i could do this. Or secondly what you suggest another way that it could be done, and let me know how i could achieve this?

'For those who don't understand let me just try simplify it for you, Let's say you login to a poker software, quite often you will get a popup window from the software or a welcome window with all the latest news and what's going on's of the site/software. How is this done? they must have a certain file/page or something they update to make that change to the same thing for everybody to see when they login to the software. Because you don't re-download it at all, so it must use the internet to get this file/page or whatever and display it into the software.'

I believe i may have solved this myself, in the toolbox area you will find 'WebBrowser' i used this to add the information i wanted to my application. Whenever i change the web page that the application links to it changes within the application too.
