What could be the reason of "Server hasn't been stated" exoledb connection exception

While tring to acccess Exchange Mailstore using exoledb the COM Exception is showed "The server hasn't been stated" But at the same time Exchange server continue to work properly with sending recieving and etc. The restart of "Exchange Information store" service helps.Could anybody help to find the source of the error, and give the solution to avoid this error. The errror is randomly showed on 2003 and 2007 Exchange servers.
