getting started group policy

I am just starting to use group policy to install software, and have a question.  I am told I need a windows installer package like wininstall le 2003, we have windows server 2003.  I did not see this on our server, but where can I get it or something like it for free.  In this book I have it said ondemandsoftware.com should have a free copy but it doesn't look free.

Any software that contains an MSI package can be installed over Group Policy.

Does the software have to be installed on the server or can you just copy the msi to the server and send it out to the other computers that way?
You must copy the MSI file (and any other associated files) to a shared drive on the network - the software does not need to be installed on the server - just copied to an accessable location.
