Outlook meeting notification

When I sent an Outlook "update" notice, it is sending out two e-mails: the update and a cancellation.  Since the cancellation is sent second, furthermore, people assume the first is an error and remove the meeting from their agenda.

this is by design, you cannot change them and I think that you will need to provide your people with outlook training

Poor application design. The cancelation should go out prior to the new oppointment. Thank you for clarifying up front. Do you know if this has changed in later Exchange versions?
