Disable Control Panel in Group Policy

In XP/SP2, fully patched, I usually disable Control Panel for some user systems in Group Policy, User Config > Admin Settings > Control Panel > Properties > Disable.  On one Dell Optiplex GX 270, when I complete this sequence & reboot, users can still access the Contro Panel.  Why and how to fix?

Domain, or Local GPO?

It was done as Local, on the local PC not the DC.
Disable Control Panel
