AD2003 Policies

We have a group of 12 PCs for training purpose.  We would like to come up with a default image for a wall paper, setup default homepage, also prohibit user to install, etc... The issue is everyone will log in with their own username and password, so we couldn't setup the policy by user configuration.  Is it anyway we can do this by AD2003?  Please help me out!

This can be accomplished by creating groups.  Assign each peson to a group and set policies for each group, not the individual.

You can do this with Group settings.
You can create an OU and put all the user accounts into the OU.
Then create a group policy to include for, example homepage, control panel restrictions etc and then link this policy to the OU.
